Everyone’s talking about fixing the rental sector. Banning Section 21. Making homes safer. The Renters Reform Bill is being sold as a once-in-a-generation opportunity to get things right.

But there’s one thing no one’s talking about:

THE CONSEQUENCES OF OUR EXISTING HOUSING LAWS

For most housing laws that already exist – and from the looks of it, many of those proposed in the Renters’ Reform Bill, tenants get nothing when the law is broken.

A rogue landlord or letting agent might be fined by the council if the local authority has the time, resources, and willingness to act. But the tenant? They’re often left with nothing.

No compensation. No apology. No legal support.

Just stress, financial loss, health problems, and the ongoing fear of retaliation or eviction.
It’s a broken system where the people harmed most are expected to fight the hardest – and even then, they rarely see justice.

The law might technically protect tenants, but in practice, it protects no one unless there’s a real consequence for breaking it.

But when they don’t? There’s rarely any penalty. No support. No real way to fight back.

You’re told to write letters. Keep records. Report it to the council.And then… wait. Hope. Maybe someone helps. Usually, they don’t.
Over half of tenants surveyed by Shelter said they didn’t report problems – because they didn’t think it would make a difference.

Why This Matters

The government plans to abolish Section 21. That should be good news.

But here’s the problem: For many breaches of housing law, the only consequence for landlords is that they can’t serve a Section 21.

Take that away – and what’s left?

Rogue landlords can break the law. And nothing will happen.

We’ve spent nearly a decade working with tenants through our organisation, Tenant Angels.

We help people bring deposit protection claims, but in truth, tenants usually approach us because they’ve been left distraught by rogue landlords and dodgy letting agents who have broken multiple laws, the lack of deposit protection is just the tip of the iceberg.

This always leads tenants we help to one big question: Why just focus on deposits, when there’s so much else going wrong? Simple.

Because deposit protection is the only part of housing law that actually works.
For tenants facing other issues – the system often fails to protect them against the very people who have abused their rights.
